Of course, the difficulty must be - would it be possible to make it shine when there is a change in the weather for the rain? Imagine - with houses lanterns that light up the city when it's getting dark.
I see something like that in a mod made by RaisinMuff1n, but I don't know what it looks like for him - the mod doesn't load and the screenshot doesn't allow me to assess the usefulness of this mod.
